00 ~ o M (;;,") (::J 6 Seepage Creek Springs - Proposal to file on springs and develop constant water supply for Seepage Lakes. Issue: Seepage Lakes go dry when Santa Maria Reservoir is drained below 8,OOO~ acre feet. Proposal would attempt to keep water in Seepage Lakes so they wouldn't go dry. Action Needed; Field investigation regarding feasibility of diverting spring water with sufficient flow to maintain lakes. If feasible then investigate legality of filing on spring(s) and continue process of priority evaluation. Pursue agreement with private water user who owns Seepage Lake storage rights. Hot Creek State Wildlife Area Issue: A conditional water right is pending for this reservoir. The Court has ordered that the DOW have as .minimum goals during this diligence period to show efforts toward obtaining funding and submission of plans and specifications to the State Engineer for approval. Action needed: Southwest regional staff, Area 17 personnel and the Denver Aquatic Resources Section must decide if a reservoir of this nature and size is beneficial to the strategy of a cold water lake and improved big game winter range. Decision date is set for December, 1990. Trout Lake Conservation Pool Issue: Establishing a full reservoir conservation pool would reduce winterkill. The owner of the reservoir must complete required repairs of a faulty outlet valve before the lake can be properly managed. A conservation pool here would fulfill a strategy for a cold water lake conservation pool. Action Needed: Southwest Regional Fishery Biologist will determine the amount of water necessary to prevent winterkill and Area 17 personnel will work with the owner to re,-establish the pool. .Completion date is set for December 1990, however, refi 11 will not be determined until repairs are completed. ..' LaJara Reservoir Releases/Exchanges Issue: Water level at La Jara is critical for fish survival. It is detrimental to the fishery to draw the reservoir down. Down stream water users need water at different times of the year. Action Needed: The Southwest Regional Fish Biologist and the Denver Water Resources Unit are to explore various alternatives such as exchanges. Completion date is set for December, 1990. American Water Development, Inc.,/Closed Basin Project- Issue: AWDI proposed pumping project could shut down the Closed Basin Project and severely affect the wetlands of the valley. The DOW is monitoring the case and communicating with the Division of Water Resources.. The Closed Basin Project specifically mitigates to provide for wetlands at San Luis Lake, Head Lake and Russell Lakes. Protection of these and additional
