<br /> <br />r- <br />~ <br />C') <br />M <br />(:'J <br />o <br /> <br />5 <br /> <br />Platoro Reservoir/Conservation Pool <br />Issue: A temporary agreement was reached in 1985, whereby <br />the DOW would store 3000 AF of transmountain water in this <br />reservoir. This was a temporary agreement with the Conejos <br />District with permission from the Bureau of Reclamation and was <br />done to avoid losing this water during flood time. Due to <br />evaporation the pool is now estimated to be 2800 AF. <br />Action Necessary: A proposal has been prepared and is <br />awaiting approval by the DOW and the Conejos District. <br /> <br />Rio Grande SWA/Wetland/Riparian Habitat Development <br />Action Needed: The Area Habitat Biologist and the Southwest <br />Regional Habitat BiOlogist shall evaluate increasing or improving <br />the habitat necessary to meet the strategy of waterfowl nesting <br />habitat. This may be accomplished by entering into eXChange <br />agreements with private landowners and obtaining a right to <br />wintertime use of the Empire Canal. Completion date is set for <br />December 1990 <br /> <br />Create more big game winter range - <br />Action needed: In order to meet the strategy of improving <br />and increasing big game winter range, regional and area habitat <br />biologists staff shall conduct investigations to location <br />potential sites for intensive management or management system <br />changes. Upon determination of sites or necess~ry changes water <br />needs will be addressed. Completion date is set for December, <br />1990. <br /> <br />Stabilize river flows, improve water quality - <br />Issue: Poor water quality decreases fish growth and stream <br />carrying capacity. If reservoirs could be managed differently,. <br />extreme high and low flows could be minimized. Reduct.ion of. <br />siltation would improve water quality downstream. This would <br />help increase the population of wild fish and would help improve <br />fiShing and the spinoffs such as improved economic potential; <br />Action Needed: The State Instream Flow Coordinatior and <br />Southwest Regional FiShery Biologist aha11 conduct field <br />investigation to locate streams that are impacted and determine <br />what Changes would be needed. Staff may also meet with water <br />users to explore possibilities for stream flow management to meet <br />the strategy of cold water stream fishery and minimum stream <br />flows. Completion date is set for December, 1990. <br /> <br />Technical Analysis of Division Owned Water <br />The technical analysis is expected to <br />end of 1990. This analysis will determine <br />availability, excess amounts and suggested <br />use of DOW owned water rights. <br />Action Needed: Funds for a technical assessment has been <br />approved by the Wildlife Commission and is expected to be <br />awarded.
