Strategy includes big game winter <br />range maintenance and development. <br /> <br />Use Sego Springs wells, (.022 CFS) at Sego Springs SWA for <br />habitat, including waterfowl nesting habitat maintenance and <br />development. <br /> <br />Use Russell Lakes wells and water rights at Russell Lakes SWA for <br />habitat, including waterfowl and other water bird nesting habitat <br />maintenance and development. <br /> <br />Unresolved Issues <br /> <br />The issues raised as a result of the open houses and the <br />public forum held during the development of this plan will be <br />addressed by the DOW during 1990 and are targeted to be resolved <br />by the time of implementation of the 1991 plan. Those issues <br />that are resolved and can be incorporated in the plan as an <br />objective will be included in the water allocation list in <br />relation to the overall strategy emphasis. <br /> <br />Rio Grande Reservoir- Conservation Pool Agreement <br />Issue: Rio Grande Reservoir has been drained for repairs <br />and use of all irrigation water. The fishery has been lost.. <br />repeatedly. A conservation pool would save the fish and reduce <br />heavy siltation of the Rio Grande. <br />Action Needed: In order to meet the strategy of a cold water <br />lake conservation pool DOW personnel will meet with the reservoir <br />company to establish pool size and terms of agreement. <br />Simultaneously, the Southwest Region Fishery Biologist shall <br />determine the extend of the fishery required in this reservoir to <br />meet the Region's contribution to meeting the goals of the Long <br />Range Plan. This is estimated to be approximately 89,500 <br />recreation days from the Southwest Region by 1994. completion <br />date is set for December 1990 <br /> <br />Continental Reservoir - Conservation Pool Agreement <br />Issue: Continental Reservoir has been drained for repairs <br />and use of all irrigation water. The fishery has been lost <br />repeatedly. A conservation pool would save the fish and reduce <br />downstream siltation. <br />Action Needed: In order to meet the strategy of a cold <br />water lake conservation pool, meetings are being conducted by <br />DOW personnel and the Board of Directors of the irrigation <br />company to establish pool size and terms of agreement. <br />Simultaneously, the Southwest Region Fishery Biologist shall <br />determine the extent of the fishery required in this reservoir to <br />meet the region's contribution to meeting the goals of the Long <br />Range Plan. This is estimated to be approximately 89,500 <br />recreation days from the southwest region by 1994. Completion <br />date is set for December, 1990. <br />
