Completion date is unknown as long as litigation is <br />pending. <br /> <br />Head Lake/San Luis Lake Development Project - <br />project: Develop wetland habitat in area between Head Lake <br />and San Luis Lakes. Will enhance the habitat for waterfowl and <br />non-game wildlife. <br />Action Needed: The Southwest Regional Habitat Biologist and <br />Area 17 personnel have begun an evaluation and planning process <br />to determine development potential at this site. Preliminary <br />meetings with the BOR indicate that with some minor development <br />of dikes and water control structures in the wetlands between <br />Head Lake and San Luis Lake enhancement of wetland habitat can be <br />accomplished. Additional water will be required to achieve <br />desired results. This water will have to be supplied via the <br />turnout at Head Lake. Arrangements must be made with the Rio <br />Grande Water Conservation District and the BOR to deliver either <br />DOW water in an exchange agreement, or project water with <br />augmentation as set forth in the Closed Basin Coordination Act. <br />The DOW has the option of using up to 6 cfs of project water for <br />wetlands in the area, but must pay for any water consumed in the <br />process. Depending on development progress in 1990 of the <br />mentioned structures will determine when DOW will request water. <br /> <br />Build small reservoir.s to increase hunting opportunity - <br />Issue: To meet the strategy of waterfowl hunting and <br />habitat, waterfowl nesting and habitat the creation of additional <br />waterfowl lakes and ponds will be required. <br />Action Needed: the Southwest Regional Staff and Area 17 <br />personnel shall review the Statewide Waterfowl Plan and based on <br />the Species Management Plan for the SLY will determine where <br />lakes and ponds should be located and proposed. Completion date <br />is set for December, 1990. <br /> <br />Russell Lakes State Wildlife Area <br />Issues: In order to meet the strategy for waterfowl <br />nesting/brood rearing habitat; fall migration habitat; open <br />winter water areas; food plots; non-game habitat development and <br />enhancement; endangered wildlife habitat development and viewing <br />areas this area wi11 need to be fully developed. Development <br />plans are not complete and it is unclear if water sources at the <br />site will be sufficient to fully develop the area for wildlife as <br />envision in the Coordination Act for the Closed Basin Project. <br />Action Needed: Delivery systems and/or exchange agreements <br />need to be addressed. Plans need to be fully completed and water <br />needs fully evaluated by the Southwest Regional Staff the Area 17 <br />personnel before any decision can be made as to whether any <br />
