<br />Wyoming, Senator Hatfield of Oregon, Senator Cranston of <br /> <br />California, Senator Hart of Colorado and Senator Simpson of <br />Wyoming. The document was entitled "A Bill to Amend the <br />o Colorado River Basin Salinity Control Act to Authorize <br />~ <br />~ Certain Additional Measures to Insure Accomplishments of <br />/,,, <br />Objectives in Title II of Such Act and For Other Purposes". <br />The legislation introduced into the Senate, with the <br /> <br />exception of some minor. technical and editorial changes, was <br /> <br />identical to the legislation proposed by the Forum. The Bill <br /> <br />calls for the exemption of the salinity control efforts from <br /> <br />the principles, standards, and procedures required under the <br /> <br />Water Resources Planning Act. It instructs the Secretary of <br /> <br />the Interior to select salinity units that have the least <br /> <br />cost per unit of salinity reduced. It authorizes, in addi- <br /> <br />tion to the four authorized units in the initial legislation, <br /> <br />six salinity control units. They are: Stage I of the Lower <br /> <br />Gunnison Basin Unit., Colorado; <br /> <br />the McElmo Creek Unit, <br /> <br />Colorado; Stage I of the Uinta Basin Unit, Utah; the Palo <br /> <br />Verde Irrigation District Unit, California; Saline Water Use <br /> <br />and Disposal Opportunity Unit; and, the Sinbad Valley Unit, <br />Colorado. <br /> <br />The legislation would further authorize the Secretary of <br /> <br />the Interior to enter into joint ventures with non-federal <br /> <br />entities when it is in the best interest of the United States <br /> <br />as salinity control opportunities are identified. <br /> <br />The Bill <br /> <br />also allows for the replacement of some incidental wildlife <br /> <br />-42- <br />
