<br />o <br />~ <br />w <br />o <br /> <br />The Forum's executive director contributes to the <br /> <br />public's understanding of the salinity problem and the <br /> <br />salini ty control program through numerous meetings, publ ic <br /> <br />appearances and speeches. <br /> <br />The Bureau of Reclamation publishes a quarterly <br /> <br />newsletter entitled "Salinity Update" which provides current <br /> <br />information on its activities and those of other federal <br /> <br />agencies related to salinity control. The Forum and the <br /> <br />states also utilize the newsletter as a means of advising the <br /> <br />public of their activities. <br /> <br />Environmental Defense Fund Lawsuit <br /> <br />On August 22, 1977, the Environmental Defense Fund (EDF) <br /> <br />filed a complaint in the U.S. District Court in Washington, <br /> <br />D.C. against Douglas Costle, Administrator, SPA, <br /> <br />Cecil <br /> <br />Andrus, Secretary, Department of Interior, and R. Keith <br /> <br />Higginson, Commissioner, Bureau of Reclamation. The civil <br /> <br />suit in general sought that: <br /> <br />a) <br /> <br />the Environmental <br /> <br />Protection Agency's approval of state salinity standards be <br />set aside; b) EPA be required to promulgate "effective and <br /> <br />enforceable" water quality standards and implementation plans <br /> <br />and pollutant loads for salinity; and c) the defendants be <br /> <br />required to implement necessary salinity controls to maintain <br /> <br />salinity at the 1972 levels. <br /> <br />Each of the Basin states filed motions for intervention <br /> <br />as defendants Bnd were granted full status as party <br /> <br />defendants by the Court. <br /> <br />-40- <br />
