<br />,; <br /> <br />p"')r! <br /> <br />. ....~ <br /> <br />. <br /> <br />. <br /> <br />--, <br /> <br />benefit to the operators of that facility. <br /> <br />Presently, this plant <br /> <br />withdraws its water from the South Canal and stores it for treatment and <br /> <br />use in the Fairview Reservoir. <br /> <br />Because of soi 1 conditions in that <br /> <br />reservoir, the water gains substantial turbidity, resulting in higher <br /> <br />treatment costs. The construction of the AB Lateral project will allow <br /> <br /> <br />the construction of a pipeline from the Lateral directly to the treatment <br /> <br />plant, which will lower the treatment costs and improve the quality of <br /> <br />water supplied to that domestic water system. <br />A second major improvement to be made as a part of this project is <br /> <br />the proposed instrumentation to be added to the irrigation system. To <br />aid in the daily water distribution, it is proposed to add a number of <br /> <br />stream gages at several locations within the canal system. These gages, <br /> <br />which will indicate the quantity of flow at each location, will be <br /> <br /> <br />equipped with telemetry monitorirrg devices that transmit data to the <br /> <br />UVWUA headquarters. <br /> <br />The abi 1 ity to instantaneously determine the <br /> <br />quantity of flow in each major canal will provide the UVWUA an even <br />greater ability to balance the water use within the valley. <br /> <br />The competing applications provide no f1exibi 1 ity for improvements <br />of the existing water supply system of the region, nor do they provide <br /> <br />sufficient instrumentation to monitor water use. <br /> <br />5. Yet another technical advantage of the AB Lateral Hydropower <br /> <br /> <br />Project is the protection of the existing canal system from surges caused <br /> <br />by turbine operation. The competing applications ,have virtually ignored <br /> <br />the impact of canal surges caused by sudden equipment shutdowns. When an <br /> <br />outage occurs and the load is removed from the generator, the turbine <br /> <br />approaches runaway speeds, resulting in accelerated flows through the <br /> <br />15-11 <br />
