<br />.~ ." <br /> <br />. <br /> <br />. <br /> <br />machine. The accelerated flows will result in canal overtopping in <br />downstream areas if proper precautions are not taken. Further, as the <br />turbine gates close, rapid de-watering of the canal may occur, resulting <br />in canal-lining or canal-bank failure due to excessive hydrostatic <br />pressure. In order to prevent such occurerices, it is necessary to <br />install a coordinated gate operating system as well as overflow spillways <br />on each turbine headrace. These factors will result in increased costs <br />which the competing applications do not recognize. <br />The Applicants have accounted for surge conditions by proposing the <br />installation of Howell-Bunger valves on the turbine spiral cases. These <br />valves will open whenever the turbine wicket gates close, resulting in a <br />balanced flow condition and the absence of canal surges. Further, it is <br />proposed that the turbine inlet valves and the headrace radial gate be <br />operated in a coordinated fashion as to balance flows in and out of-the <br />system, again resulting in the absence of surges. <br /> <br />6. As a final technical issue, the AB Lateral Hydropower Project <br />provides a much more realistic operation schedule. Other applications <br />have proposed a twelve-month operating schedule. Such a schedule would <br />not allow adequate time to perform the required maintenance on the <br />Gunnison Tunnel or the South Canal. If this maintenance is not <br />performed, the water supp 1y system wi 11 not operate at peak eff ic i ency, <br />and may be subject to sudden failure, perhaps during the critical <br />irrigation season. The License Applications filed by the West Slope <br />Hydro Partners fail to address important issue. Further, they have <br />failed to provide the UVWUA assurance that the issue will be addresed. <br /> <br />15-12 <br />
