The operat i on of th i s project wi 11 requ ire close coord i nat i on <br />with the Bureau of Reclamation regarding the releases from the Crystal, <br />Morrow Point, Blue Mesa, and Taylor Park Reservoirs. Coordination is <br /> <br />necessary in order to protect the irrigation interests as well as <br />optimize the hydropower production and recreational usage of these <br />reservoi rs. The UVWUA is present 1y operat i ng ~nder writ ten agreements <br />with the Bureau of Reclamation regarding this operation, and has stated <br /> <br />that it does not anti c ipate the need for any mod i f icat ions of these <br />agreements. The competing applicants would be required to negotiate with <br />both the Bureau and the UVWUA to arrive at acceptable operating <br /> <br />agreements. <br /> <br />In addi t'i on to the Bureau, an agreement wi th the Tr i -County Water <br /> <br />.- <br />Conservancy District would be required regarding the operation of the <br /> <br /> <br />Ridgway Dam. The UVWUA and Montrose Partners have met and discussed this <br /> <br />project with memebers of the Tri-County Board, and have agreed in <br /> <br />principle to the coordinated operation of the Ridgway Dam. None of the <br />competing applicants would be able to negotiate such an agreement, <br />because their primary interest is only the development of hydroelectric <br />power. Further, because none of the compet i ng app 1 i cants have purchased <br />water from this reservoir, they would be unable to dictate or negotiate <br />its operating guidelines. <br /> <br />4. The AB Lateral Hydropower Project offers the opportunity for two <br />major improvements to the water use system. First, because of its <br /> <br />proximity to the Project 7 Water Treatment Plant, it offers an economic <br /> <br />IS-l0 <br />
