The City <br />Council Is the policy making authority. and the City Manager Is the ehlel admlnlslrative official <br />01 the City. The City Manager Is appointed by the City Council; however, the Mayor and <br />members 01 the Council are elected ollicials. <br /> <br />The City, by ordinance, may contract with other govemmental entitles lor services or cooperative <br />activities and may enler Inlo contracts and leases which have been authorized by the City <br />Council. Capital Improvements may be financed In whole or in part by Issuance 01 bonds, <br /> <br />The Water and Sewer Department Is responsible lor the operation and mainlenance 01 the enlire <br />waler syslem and sanitary sewer system 01 the City 01 Greeley. The City Manager appoints the <br />Director 01 the Water and Sewer Department. <br /> <br />The Waler and Sewer Board consists 01 ten members. Seven vOllng members are appointed <br />by the Cily Council to serve five-year terms, The Mayor, City Manager, and Director 01 Finance <br />are nonvoting members, One 01 the appointed members is elected chairman each year. <br /> <br />The Board has the power and responslbDity to acquire, develop, and protect the water supplies <br /> <br />lor the Cily 01 Greeley, as well as annually establish minimum waler and sanitary sewer service <br /> <br />rates. The rates must be sulllclent to Include all expenditures lor operation and mainlenance, <br /> <br />debt service requirements, and additions to a reserve account lor Ihe waler and sewer syslems, <br /> <br /> <br />The reserve account Is used to offset depreciation and allow lor future replacement 01 the water <br /> <br />and sewer systems. The City Council Is not allowed to lower the minimum rates eslablished <br /> <br /> <br />by the Board. <br /> <br />The Board has the authority to hire consultants lor technical assistance and to recommend <br />leasing water not needed lor Immediate use by the City. The City Council has the power to <br />lease water to olher users, <br /> <br />Among the Board's advisory duties, it must make recommendations to the City Manager lor <br />expenditures under each current annual budgel, and it musl lormulate and submit long range <br />plans, The Waler and Sewer Board also publishes an annual written report prepared by the <br />Water and Sewer Department which gives a detailed account 01 all revenues and expenditures. <br /> <br />2-2 <br />
