The <br />select agrleullUral community was conceived In New York by Horace Greeley, the newspaper <br />publisher. Incorporated In April, 1886, Greeley later became a Home Aule City In 1958. The <br />city has prospered as the education, trade, transportation. and marketing center of Weld County, <br />one of the most productive agricultural counties in the Untted Slates. Greeley is the county seat <br />and covers an area of approximately 27 square miles, It is located at an elevallon of 4,663 feet <br />above sea level. <br /> <br />The city is home to the University of Northern Colorado, the third largest university In Colorado, <br />and over fifty indusrries are located In and around the Greeley area. These Include Monfort of <br />Colorado, Eastman Kodak, Mountain Bell Telephone, Noffsinger Manufacluring, Norwest <br />Publishing, Stale Farm Insurance, and Hewlett.Packard Company. <br /> <br />Greeley provides or has available all of the services normally expected In a modern city, Waler <br />and sewer service, police and fire protection, a municipal court system, streets and street <br />maintenance. and parks and recreational facllttles are available Ihroughout the city. Public <br />schools. public lranstt, hospilals, telephone, utlltties, garbage collection, and power utllttles are <br />readily available. <br /> <br />LAWS UNDER WHICH ORGANIZED, POWERS, AND AUTHORITIES <br /> <br />The City of Greeley, Colorado has all the powers of local self-government and home rule, and <br />all the powers possible under the Conslttutlon, laws, and statutes of Colorado, This Includes <br />the right of eminent domain and the power to collecl taxes and fees as compensation for city <br />services. The organization, powers, and duties of the City are fully defined In Ihe Charter of <br />the City of Greeley as adopted June 24, 1958 and amended November 5, 1985, <br /> <br />The City Charter was revised on November 7, 1989 10 expand the Waler and Sewer Boards <br />from eight to ten members wtth seven voting members and Ihree non voting members, <br /> <br />2-1 <br />
