<br />OOil:il <br /> <br />lions exist which, in the judg~ment of the con- <br />cerned Water Commissioners and the District, <br />justify appropriate action. <br />Deli\'ery requests by radio, telephone or in <br />writing may he made by the \Vater Commis- <br />sioners to the office of the District between the <br />hours of 7: 30 A.M. and 4.: 00 P.M. of any <br />calendar day. Delivery orders to he effective <br />between 4:00 A.M. and 10:00 P.M. or any <br />calendar day must reach the District by 4. P.M. <br />of the preceding calendar day. Except in em. <br />ergencies, no delivery order will be accepted <br />where less than 12 hours notice is given. <br />Requests for deliveries from turnouts on proj- <br />ect works shall he made by telephone direct to <br />the District between the hours of 7:30 .A.M. <br />and 4: 00 P.M. of any calendar day and confir. <br />ed by Order Card (Form CD-3). <br />Since the use of allotted water is not strictly <br />limited to the lands of each allottee, transfers <br />of water use during the course of the irriga- <br />tion season may be made by the same <br />procedure as was used throughout the <br />water rental operations under the Interim <br />Contract. Where such transfers involve a shift <br />of water delivery from one ditch system to <br />another. a Transfer Order (Form CD-4) show. <br />ing the amount of water in whole acre.feet to <br />be transferred and with the order signed by an <br />authorized representative of the ditch system <br />from which the water is being transferred, <br />must be submitted to the District before the <br />water is credited to the ditch system receiving <br />the transfer. The District will confirm all <br />transfers in writing by forwarding Form CD. <br />5 to the ditch companies concerned In any <br />transfer of water, <br />The transfer of water, as herein authorized, <br />shall be temporary and only for the season in <br />which the transeer is made. It shall not initiate <br />or give rise to any ve~ted right, now or in the <br />future, to a continuation of the same transfer <br />and use of water for any other year. <br />(10) All matters relating to the delivery of water <br />shall be subject to the provisions of the Con- <br />servency District Act, the repayment contract <br />of July 5, 1938 and Supplement No.2 thereto <br />dated September 10, 1956 between the District <br />and the United States and, further, subject <br />to the provisions of all allotment contracts be- <br />tween the District and its aHottees. <br /> <br />(7) <br /> <br />Rules and Regulations <br />relating to <br />Operational Changes <br />effective for <br />Periods in Excess of One Year <br /> <br />(8) <br /> <br />Every Class D allotment contract speCifies not <br />only the number or acre-feet allotted, but designates <br />the ditch system by which delivery is to be made, <br />Therefore, in accordance with the annual operating <br />rules, the quota of each individual allottee will be <br />certified to the ditch company designated in the <br />Class D contract. <br /> <br />However, it is recognized that in some cases deliv. <br />ery of water may be made by 3. ditch system oth-er <br />than the one designated in the allotment contract. If <br />an allottee wishes to have his annual quota certified <br />for delivery to a. ditch system other than that ori- <br />ginally designated, a request shall be made on <br />"Change of Carrier Ditch." Form CD-20, and upon <br />execution of that request, the District will thereaft- <br />er certify the allotment quota to the ditch system <br />named.
