To the cm:nt <br />applicable, these commc:nts are also submitted and apply to the "Draft Programmatic <br />Environmental Assessment for the PropoGcd Rule Making for OffslTeam Storage of Colomlo <br />River Water and Intentste Redemption of Storagc Credits in the T .ower nivi.ion Statcli, <br />December, 1997," <br /> <br />The Quechan Tribe objects to the ClCdusion of Indian Tribes in the Lower Division from <br />directly benefiting under the propoGcd rule's provisions for olfstream storage and intel'State <br />trlUlllfcr.. <br /> <br />From the time of their first contact with Buroamericans, the Quechan'&, like other tnbes <br />along the lower Colorado and Gila Rivers, practiced agricuJture and raised crops of com, bean&, <br />pumpkin, and melons. Anthropologists have estimated that the Quechan Indians obtained at <br />\caBt half of their food from agriculture.' <br /> <br />Today the Quechan Tnlle continues to use water for agricultural purposes on the <br />Reservation, producing crops that are commercially marketed. In addition, wster is used for <br />governmental and proprietary purposes, including domestic use and business activities. <br /> <br />8 Ind, a. Comm. at 119. <br />
