Johnson <br />Regional DireclOr <br /> <br />Subject: Opportunity to Review and Comment on (I) a Proposed Rule That Provides for <br />Offstrcam Storage of Colorado River Water and Interstate Redelnption of Storage <br />Credits in the States of Arizona, California, and Nevada (Lower Division States) and <br />(2) an Accompanying Draft Programmatic Environmental Assessment (Draft EA) <br /> <br />Enclosed is a copy of the subject proposed rule that is intended to encourage further cooperation <br />among the Lower Division States in resolving common water resource problems and demands. <br />The enclosed Draft EA describes the present status of river operations and analyzes potential <br />impacts associated with implementation of the proposed rule. A copy of the Federal Register <br />notice that a Draft EA is available is also enclosed for your information. <br /> <br />Copies of the proposed rule and the notice that a Draft EA is available are accessible on the <br />Internet at <www.lc.usbr.gov>. On the Lower Colorado Region webpage, look under ~'What's <br />New" to gain access to the proposed rule in the Federal Register. Next, scroll down the GPO <br />webpage, go to "Issue Date for Federal Register," type in "12/31197," and add a search term, <br />"Offstream Storage of Colorado River Water" <br /> <br />The comment period for the proposed rule and the Draft EA will run concurrently and public <br />::;omments will be accepted through March 2, 1998. Comments may be provided in writing, <br />electronically via the Internet, or in person. The addresses for delivery of comments are listed at <br />the beginning of the preamble to the proposed rule. Upon request, Reclamation will hold public <br />hearings on the proposed rule and informational meetings on the Draft EA in January or February <br />1998. <br /> <br />If there are any questions about the proposed rule, the point of contact is Mr. Dale Ensminger at <br />702-293-8659.
