<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />, <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />PLEASANT V ALLEY PIPELINE <br />ENVIRONMENTAL ASSESSMENT <br /> <br />southeast the pipeline would cross agricultural lands north of the community of Bell vue <br />and State Road 28 east of Bellvue. The proposed pipeline would continue southeast <br />crossing the Pleasant Valley and Lake Canal until it intersects Bingham Hill Road. The <br />pipeline would be located in Bingham Hill Road until just east of Claymore Lake where <br />it would turn south along a secondary road and cross agricultural fields to the south side <br />of Claymore Lake. The pipeline would then turn south and parallel the existing Fort <br />Collins pipeline right-of-way to the terminus at the Fort Collins and Soldier Canyon <br />WTPs. <br /> <br />A pressure dissipation vault would be constructed at the project terminus and water <br />would be conveyed to existing pipelines for distribution to the Fort Collins and Soldier <br />Canyon WTPs. A turnout would be installed on the pipeline to deliver water to the <br />Bellvue WTP via an existing pipeline. This structure would include an isolation valve to <br />control winter and summer pipeline operations. <br /> <br />A fiber optic cable would be located within the pipeline easement to provide <br />operational control of intake facilities. Conduit for the cable would be installed during <br />pipeline placement and the cable would be pulled through when the line is complete. <br /> <br />Project Operation <br /> <br />The PVPL would convey raw water from the Poudre River via the Munroe Canal to <br />the Fort Collins and Soldier Canyon WTPs during the summer delivery period (generally <br />April through October). During the winter (generally November through March), the <br />PVPL would convey C-BT water from Horsetooth Reservoir to the City of Greeley's <br />Bellvue WTP. The pipeline would operate as a gravity system under both summer and <br />winter conditions. Gravity flow from the Munroe Canal and proposed forebay south is <br />possible due to a hydraulic grade between the diversion point and the terminus near <br />Horsetooth Reservoir. During the winter, raw water would enter the PVPL from the <br />existing Soldier Canyon outlet pipe from Horsetooth Reservoir. There is sufficient head <br />difference between the water surface elevation in Horsetooth Reservoir to allow gravity <br />flow north to the Bellvue WTP turnout. <br /> <br />The Munroe Canal has sufficient excess capacity to allow diversions and conveY1illce <br />of water to the PVPL in addition to diversions by NPIC (TZA 2000). The PVPL would <br />not affect the continued delivery of water to NPIC shareholders through the Munroe <br />Canal. The District would enter into an agreement with NPIC regarding deliveries of <br />water through the Munroe Canal. This agreement would preserve the ability of the <br />company to make water deliveries to its shareholders. <br /> <br />Water Delivery Tbrougb tbe PVPL <br />The anticipated capacity of the PVPL is 120 mgd (185 cfs). Water deliveries are <br />e)(pected to increase over time as demand increases. Preliminary hydrologic modeling <br />(TZA 2000) was used to project water demands for the years 2002 (the potential <br />completion date for the PVPL), 2010,2020 and 2030 (Table I). Water deliveries to each <br />of the three entities would be derived from several sources and water rights as described <br />below. <br /> <br />7 <br />
