PLEASANT V ALLEY PIPELINE
ENVIRONMENTAL ASSESSMENT

Fort Collins. The PVPL would deliver additional water supplies to Fort Collins from
water rights the City owns in the Pleasant Valley and Lake Canal, Larimer County Canal
No.2, New Mercer Ditch, and Arthur Ditch. The City has obtained water court decrees
changing shares in these ditches to allow municipal use and diversions at alternate points
including the Munroe Canal. The City would continue to obtain shares in these ditches
and transfer them to municipal use in subsequent water court proceedings,

Projected raw water demand for the City of Fort Collins is expected to increase from
32,506 acre-feet in 2002 to 40,417 acre-feet in 2030 (Table I). The PVPL would
transport additional water supplies to the Fort Collins WTP of about 8,113 acre-feet
beginning in 2002 to 10,806 acre-feet in 2030 (Table 2). The majority of the deliveries
would occur during the summer months.

'Port Collins currently owns the water rights to meet the additional supply needed. The proposed PVPL
would provide conveyance to deliver these rights to its WTP.

Soldier Canyon. The Tri-Districts' current raw water supply is provided solely from
C-BT water. To provide an additional source of water supply, and redundancy in case of
intenuptions in water supply from Horsetooth Reservoir, the Tri-Districts are pursuing
other sources of water. The Tri-Districts have applied for a conditional water right of up
to ]50 cfs of water from the Poudre River. This junior (] 998) water right would be
exercisable only at times of high river flow, when sufficient water is available to satisfy
all downstream users. On average, about 3,450 acre-feet per year would be available for
diversion to the PVPL under this junior water right (TZA 2000).
