<br />29 <br /> <br />716 review process, and the inclusion of external (Le., outside GCMRC) reviewers in the <br />717 scientific peer review process. <br />718 In general, following approval by the AMWG of the strategic plan, an annual <br />719 monitoring and research program will be completed and approved each year in April. After <br />720 approval of the annual monitoring and research plan, RFPs will be issued. Awards will be <br />721 made on the basis of the results of peer review, along with the program manager's evaluation <br />722 of project relevance, and technical contracting requirements. <br />723 GCMRC's peer review guidelines are consistent with the "U.S. Department of the <br />724 Interior Guidelines for Scientific Peer Review of Research" issued by the Secretary of <br />725 Interior. These include: <br />726 . Objectivity and independence of reviews. <br />727 . Reviews conducted by true scientific peers, as judged by demonstrable scientific <br />728 achievements. <br />729 . Independence of peer reviewers. <br />730 . Provision of constructive feedback to the investigator. <br />731 . Anonymity for peer reviewers, unless waived. <br />732 In addition, the effectiveness of GCMRC's peer review process will undergo periodic <br />733 evaluation by SAB, NRC, etc. <br />734 <br />735 Science Advisory Board (SAD ) <br />736 To ensure that the long-term monitoring and research activities initiated by GCMRC <br />737 are unbiased and objective, scientifically sound, and focused on the most important issues, <br />738 an independent Scientific Advisory Board (SAB) will be established to advise GCMRC on <br />739 the coordination and planning of its monitoring and research programs, and to review the <br />740 results of GCMRC's monitoring and research programs. The SAB is synonymous with one <br />741 of the Independent Review Panels (IRPs) specified in the GCDEIS (DOl, 1995).
