In preparing RFPs, GCMRC <br />699 specifies the objectives for each RFP, including the specific hypotheses to be tested, as <br />700 appropriate. Monitoring and research projects are selected on the basis of their scientific <br />701 merit through an independent, objective and unbiased peer review process, completion of <br />702 previous work, relevance to management objectives and information needs, demonstrated <br />703 capabilities of proposers, and cost effectiveness.
