S. Geologioal Survey. Water stage <br />recorders on the reservoirs specifioally named in Article II of the Com- <br />paot shall have sufficient range below maximum reservoir level to record <br />major fluctuations in storage. Staff gages may be used to determine <br />fluctuations below the range of thllwater stage recorders on these and <br />other large reservoirs, and staff. gages may be used upon approval of the <br />Commission in lieu of water stage recorders on small reservoirs, provided <br />that the frequency of observations is sufficient in eaoh case to establish <br />any material ohanges in water levels in suoh reservoirs. <br /> <br />RESERVOIR CAPACITIES <br /> <br />Colorado shall file with the Commission a table of areas and capacities <br />for eaoh reservoir in the Rio Grande Basin above Lobatos constructed after <br />19371 New Mexico shall file with the Commission a table of areas and capaci- <br />ties for eaoh reservoir in the Rio Grande Basin between Lobatos and San <br />Maroial constructed after 1929; and Texas shall file with the Commission <br />tables of areas and oapaoities for Elephant Butte Reservoir and for all <br />other reservoirs actually available for the storage of water between Ele- <br />phant Butte and the first diversion to lands under the JUo Grande Projeot. <br /> <br />Whenever it shall appear that any table of areas and oapaoities is in <br />error by more than five per cent, the Commission shall use its best efforts <br />to have a re-survey made and a oorrected table of areas and capaoities to <br />be substituted as soon as practioable. To the end that the records of flow <br />of the Rio Grande at San Marcial, at San Aoacia, and below Elephant Butte <br />Reservoir may be oorrelated, the Commission shall use its best efforts to <br />have the rate of aooumulation and the plaoe of deposition of silt in Ele- <br />phant Butte Reservoir checked at least every three years. <br /> <br />EVAPORATION LOSSES <br /> <br />The Commission shall enoourage the equipping, maintenance and operation, <br />in oooperation with the United States Weather Bureau or other appropriate <br />agenoy, of evaporation stations at Elephant Butte Reservoir and at or near <br />each major reservoir in the Rio Grande Basin within Colorado construoted <br />after 1937 and in Nuw Mexico constructed after 1929. The net loss by evapo- <br />ration trom a reservoir surfaoe shall be taken as the differenoe betweon the <br />actual evaporation loss and the evapo-transpiration losses which would have <br />ocourred naturally, prior to the construotion of such reservoir. Changes <br />in evapo-transpiration losses along stream channels below reservoirs may be <br />disregat'ded. <br />
