<br />H") <br />I'- <br /> <br />'.) <br /> <br />RUU:S AND REGULATION& FOR <br />ADMINISTRATION OF THE RIO GRANDE COMPACT <br /> <br />~''''.i <br />c:) <br /> <br />'-~; <br /> <br />A Compaot, known as the Rio Grande Compaot, between the states of <br />Colorado, New Mexioo and Texas, having become effective on May 31, 1939, <br />by consent of the Congress of the United States, which equitably apportions <br />the _ters of the Rio Grande above Fort Quitman and permits each state to <br />develop its water resources at will, subjeot only to its obligations to <br />deliver water in aooordance with the sohedules set forth in the Compaot, <br />the following Rules and Regulations have been adopted for its adminis- <br />tration by the Rio Grande Compact Commission, to be and remain in foroe <br />and effeot only so long as the same may be satisfactory to eaoh and all <br />members of the Commission. and provided always that on the objection of <br />any member .of the Commission, in writing, to the remaining two mambers <br />of the Commission after a period of sixty days from the date of suoh . <br />objeotion, the sentenoe, paragraph or any portion or all of these rules <br />to which any such objeotion shall be made, shall stand abrogated and shall <br />thereafter have no further force and effeot, it being the intent and pur- <br />pose of the Commission to permit these rules to obtain and be effeotive <br />only so long as the same may be satisfactory to each and all of the COIIl- <br />missioners. <br /> <br />GAGING STATIONS <br /> <br />Responsibility for the equipping, maintenanoe and operation of the <br />stream gaging stations and reservoir gaging stations required by the pro- <br />visions of Article II of the Compact shall be divided among the signatory <br />states as follows: . <br /> <br />(a) Gaging stations on streams and reservoirs in the Rio Grande <br />Basin above the Colorado-New Mexico boundary shall be equipped, maintained, <br />and operated by Colorado in oooperation with the United States Geological <br />Survey. <br /> <br />(b) Gaging stations on streams and reservoirs in the Rio Grande <br />Basin below Lobatos end above San Maroial shall be equipped, maintained <br />and operated by New ~exioo in cooperation with the U. S. Geological SurveYI <br />the gaging station on the Rio Grende at San Marcial shall likewise be the <br />responsibility of New Mexico to the extent that this station is not main- <br />tained and operated by the Internationel Boundary Commission, or some other <br />federal agency. . <br /> <br />(0) Gaging stations on ~lephant Butte Reservoir and on Caballo Reser- <br />voir, and the stream gaging stations on the Rio Grande below those reservoirs <br />shall be equipped, maintained and operated by or on behalf of Texas through <br />the agenoy of the U. S. Bureau of Reolamation. <br />
