Our Board of Directors wishes to recommend <br />the following: <br /> <br />SECTION 1 <br /> <br />"'. <br /> <br />We seriously question whether South Arkansas River, Beaver Creek, South Oak <br />Creek, Stony Point Creek, Adobe Creek. Mineral Creek, and Newlin Creek should <br />be identified as sources of water since they are intermitent, and flow only during <br />periods of heavy rain and snow run-off. We also doubt their availability in the future <br />as Recreational Waters (Cold Water Fishery). <br /> <br />SECTION II <br /> <br />Move the west boundary line upstream west of Florence, to the CF&I Headgate, and <br />the east boundary line to just easLof the Southside Water Works Dam at Pueblo. <br />This will then include the CF&l Steel Corporation Headgate and the City of Pueblo <br />water system, This would sinlplify the administration of what are now Sections II <br />and m. <br /> <br />SEC TlON III <br /> <br />If our request in Section II i~ approved, we recommend that the eastern boundary of <br />Section 1Il be moved west to a point approximately 3/4 of a mile west of the Headgate <br />of the Rocky Ford Ditch, and that the Public Water Supply Classification be removed <br />from the river east of that point as it has been in Section V. The City of Roc-ky Ford <br />draws its water from the river at the Rocky Ford Ditch, and it would be unnecessary <br />and greatly restrictive to agriculture if the Public Water Supply designation remained <br />between their ditch and points down the river. There is also a question of consistency <br />when the Fountain River (Section V) is shown as being tributary to the Arkansas River <br />in Section III, without a Public Water Classification. It might be best to eliminate the <br />Public Water Classification from Section III entirely. <br /> <br />We would also like to recommend that the classification of Recreational Waters be <br />removed from this section of the river as it is a fluctuating stream most of the time <br />and does not support fishing or other aquatic recreation. <br /> <br />It is doubtful whether it will ever be such a river since one of the primary purposes <br />of the Fryingpan Project is to help regulate the flow of the river by storing water in <br />the four reservoirs until the owners desire to actually use their water. The municipal <br />water for cities below Pueblo will undoubtedly be carried in a pipeline, hence it will <br />not be a part of the river. Water purchased by Pueblo and Colorado Springs will re- <br />turn to the river east of Pueblo in the form of waste water. <br /> <br />SECTION IV <br /> <br />Approve of proposed classification. <br /> <br />SECTION V <br /> <br />Approve of proposed classification. <br /> <br />SECTION VI <br /> <br />The streams mentioned in this section are outside the boundaries of the District. but <br />are tributary to the Arkansas River which is of primary concern to the Direct()~8 -of <br />the District. We question whether any of the small creeks or streams will ever have <br />recreational'value, and we recommend the deletion of that classification. We a.180 <br />support the recommendation of the CF&I Steel Corporation that the boundaries in the <br />Trinidad area on the Purgaroire be redeSignated to conform with conditions that <br />actually exist. Officials of said company are knowledgeable on these creeks aad <br />
