<br />BEFORE THE
<br />
<br />COLORADO WATER POLLUTION CONTROL COMMISSION

<br />The Southeastern Colorado Water Conservancy District was created under the law
<br />of the State of Colorado in 1958 by a District Court Order issued at the request of
<br />the citizens from the major part of nine (9) Southeastern Colorado Counties. It was
<br />primarily established to be the legal agency responsible lor the repayment of a
<br />portion of the reimbursable portion of the $203, 587,000 Federal expenditure for
<br />the Fryingpan-Arkansas Project presently being constructed by the United States
<br />Bureau of Reclamation.

<br />This water diversion Project will begin transporting Colorado River Basin water
<br />into the Arkansas Valley in 1970. An average of 69, 200 acre feet of water owned
<br />by the Southeastern Colorado Water Conservancy District will be diverted annually.
<br />These, and waters presently owned by individuals, Companies, and Corporations
<br />in the Valley, will be stored in {our major reservoirs between Leadville and Pueblo,
<br />and will be transported in the Arkansas River and in canals and pipelines. The
<br />District also owns rights to certain flood waters in the Valley. Hence, it is obvious
<br />the District has both a proprio~ery, as well as. general interest in the classifications
<br />which will be imposed upon the Arkansas River from its origin to the Kansas Line.

<br />District'water will enter the river at a point approximately five (5) miles east of
<br />Granite, after it has been: (1) stored in Sugar Loaf Reservoir west of Leadville,
<br />and (2) transported via a canal and power system to Twin Lakes and Clear Creek
<br />Reservoirs. From there, it will be an integral part of the river to the Pueblo Res-
<br />ervoir, six (6) miles west of Pueblo, and then to the Colorado-Kansas State Lines.

<br />Under Colorado State Law, and an agreement between the District and the Depart-
<br />ment'of Interior, in the name of the United States Government. we will sell both our
<br />im.ported water and such flood and winter storage water as the District may ulti-
<br />mately acquire to: municipal, irrigation and industrial UBers. Municipal customers
<br />will be all cities and towns within the District. Such cities or towns must construct
<br />pipelines from a delivery point to their systems at their own expense. Primary
<br />customers are expected to be: Buena Vista. Salida, Colorado Springs, Pueblo.
<br />Fowler. Manzanola, Rocky Ford. La Junta, Las Animas, and Earls. Secondary
<br />customers will be such rural systems a9 may be developed. or may be already in
<br />existence.

<br />Colorado Springs will withdraw its Fryingpan Project water at a point near Canon
<br />City and transport it by its own pipeline. The cities below Pueblo will be offered a
<br />plan to construct a pipeline from the Pueblo Reservoir and purchase District water.
<br />The City of Pueblo recently contracted wfth the Firm of Black & Veatch to determine
<br />their future water needs. and to design a treatment plant which would not only have
<br />the capacity to treat water for Pueblo, but could treat water for delivery to the Valley
<br />municipalities, should they so desire. If these municipalities elect to purchase treat-
<br />ed water via a. pipeline, it would eliminate the public water Bupply requirement on
<br />that reach or the river.
