The Senate approved of
both on Second Reading on March 31.

The State Senate approved two critical amendments on Third Reading on
Senate Bill 407 and referred to the House.

Spent these days working with members of the House of Representatives
in attempting to get SB 407 and SB 141 calendared for early debate prior
to the confusion which is attended to the adjournment period. We were
advised on Friday; April 7, 1967, that SB 407 and SB 141 would be cal-
endared during the week of April 10, due to the fact that the House wanted
to get all of their House Bills through to the Senate before taking up Senate
Bills.

Worked around the State Legislature area again in attempting to get an
early calendar for Water Bills. It now appears that these Bills will be
the last to go through the House and must then be returned to the Senate
for acceptance of minor amendments.

ADDENDUM TO APRIL 13 REPORT

In view of the fact that the April 13 Board of Directors Meeting had to be postponed
because of the severe storm which prevented many of our Officers and Directors from
attending, the following brings the Board up to date to April 26, 1967.

April 12
13
14

April 15
16

We were told by members of the House Rules Committee that both SB 407
and SB 141 would be brought out one of these days for Second and Third
Readings. Such did not materialize, but we were able to use this critical.
time meeting with members of the House who needed more information
about our Bills and about some of the amendments which were being pro-
posed.

I was told Saturday morning there was not a chance of either Bill coming
out over the weekend, even though they were to be in Session, so I returned
to my office around noon. Immediately after arriving I received a telephone
call from State Representative Harold McCormick advising that both Bills
would be brought out that afternoon. I met with President Sid Nichols on
my way back to Denver, and brought him up to date on Legislative activities.

After SB 141 had been passed, SB 407 was brought up, and nearly two hours
were spent in vigorous debate during which time a number of critical
amendments were offered. Most would have ~ provided a "status quo~',
but actually would have repealed water laws which have been on the books
for some time. All amendments except one minor one about designated
ground water areas were defeated, and the Bill passed.

-2-
