<br />., <br /> <br />. <br /> <br />. <br /> <br />o <br />~-:'! <br /> <br />w <br />...;j <br />N <br />C-i' <br /> <br />SOUTHEASTERN COLORADO WATER <br />CONSERVANCY DISTRICT <br /> <br />MANAGER'S REPORT <br /> <br />March 9. 1967 to April 13. 1967 <br /> <br />The period between the March 9, 1967 and April 13, 1967 Board of Directors meetings <br />proved to be a "Legislative Period". <br /> <br />March 13: I addressed the Salida Rotary Club at noon and the Salida Lions Club that <br />evening on matters relative to the Conservancy District and the Fryingpan <br />Project. I found a great deal of concern over preliminary reports that <br />major changes were going to be made in the Fryingpan~Arkansas Project, <br />particularly in the Salida-Buena Vista area. <br /> <br />March 14- <br />18: I worked with President Sid Nichols and Director Harold Christy along <br />with Executive Director F. L. Sparks of the Colorado Water Conservation <br />Board and Officials from most of the Water Conservancy Districts in <br />Colorado on testimonying and appearances before the Sub-Committee on <br />Interior and Insular Affairs in Washington, D. C. On Wednesday, March <br />15, President Nichols and I were given a copy of the report on the Frying- <br />pan-Arkansas Project from Mr. Floyd Dominy to U. S. Representative <br />Wayne Aspinall. We met with Congressman Aspinall on Thursday, March <br />16, 1967, who indicated the changes had been made by the Bureau of <br />Reclamation and that his knowledge of the changes were in the form of the <br />report from Mr. Dominy. <br /> <br />March 23: A Special Meeting of the Board of Directors of the Southeastern Colorado <br />Water Conservancy District was held at 2;00 p. m. with Mr. James <br />Ogilvie, Project Manager. bringing the Board up to date on major changes <br />which had been authorized by the Bureau of Reclamation. This meeting <br />was called on 24 hour notice and attendance by Directors indicated their <br />intence interest in this Project. <br /> <br />March 24: I accompanied Project Manager James Ogilvie and two of his Engineers <br />to Salida, where we met informally with a number of Business and Civic <br />Leaders at twelve noon and then participated in a Public Form in Salida <br />that evening during which Mr. Ogilvie brought the people in Salida up to <br />date on the physical changes in the Project. <br /> <br />March 27: At the specific request of our Attorney Charles Beise and representatives <br />from the Colorado Bar Association, I spent March 27, 28, 29. 30 and 31 <br />in Denver participating in Legislative meetings, Hearings, and discussions <br />relative to Senate Bill 407 (Water Study). Senate Bill 141 (change point of <br />diversion), and was present when these items were discussed at a formal <br /> <br />~, <br />
