SB 141 passed <br />by a vote of 39 for, 22 against, and 4 absent. SB 407 passed by a vote of <br />60 for. 1 against, and 4 absent. <br /> <br />We were advised by several Representatives and Senators that attempts <br />might be made to get Senators NOT to concur with the House amendments, <br />and thus cause the Bill to be referred to Conference Committee. Such did <br />not materialize, and when the final vote came in the Senate early Monday <br />morning, it passed unanimously. It was then taken to Governor John A. <br />Love, where he signed it into Law on Thursday, April 20, 1967. <br /> <br />Attended the Annual Meeting of District 12 Water Users Association in Canon <br />City, presided over by Frank Dilley, who has served that Organization as <br />President for a number of years. Reports were given by Jim Ogilvie, Harold <br />Christy, Ralph Adkins, and myself. My report was on the Legislation enacted <br />by the General Assembly. The group also voted to ask State Senator Harry <br />Locke to request a meeting with Governor John Love in order that they might <br />explain their grave concern over the lack of administration of water laws by <br />the State Engineer, Ralph Owens. It was reported that ditches as early as <br />1874 had been cut off due to water shortage, and that livestock in the upper <br />valley were suffering for lack of drinking water, <br /> <br />Attended the Colorado Water Pollution Control Commission Hearing at Pueblo <br />City Auditorium at 10:00 a. m. Representatives from the entire reach of the <br />Arkansas River presented both written and oral statements relative to clas- <br />sifications being assigned to the river. I prepared a composite statement for <br />consideration by the Board at the April 27 meeting. This statement is intended <br />to explain briefly the workings of the Fryingpan Project, its possible effect on <br />the quality of the river, and to incorporate the recommendations of people and <br />agencies within the District. <br /> <br />I was recently appointed to the Small Business Administration Advisory <br />Council for Colorado. and attended the first meeting of this group in Denver. <br />This Council will have a great deal to do with Small Business Administration <br />policies in our area. <br /> <br />Addressed a group of 150 teachers from high schools and colleges from all <br />over Colorado, who were participating in a three day Business Seminar at <br />Southern Colorado State College. This afforded my an opportunity to explain <br />the history of the Project, the economic impact it is having, and will have on <br />the economy of Southern Colorado, and the workings of the District. <br /> <br />We hosted 20 teachers from junior and senior high schools in Pueblo who <br />were participating in the Annual Pueblo Chamber "Business Day". These <br />teachers spent nearly three hours in our offices learning about the workings <br />of the District, and the Project. <br /> <br />-3- <br />
