<br />provided for the Rural Clean Water Program in the Colorado <br /> <br />w <br />()l <br />00 <br />00 <br /> <br />River Basin, so that on-farm practices directed at reducing <br />salt contribution from agriculture may be initiated. <br /> <br />Schedule and Funding Recommendations <br /> <br />The on-farm salinity control measures are shown to be <br /> <br />one of the most cost-effective means of salinity reduction. <br />Therefore, the Council urges the USDA to take a much stronger <br />position in recognizing and supporting the salinity control <br />program. The target schedule for the Colorado River Basin <br />salinity control program as presented to the Council, by <br />USDA, at its September 1980 meeting should be maintained <br />and expedited whenever possible. <br />It is further recommended that the USDA should include <br /> <br />on-farm salinity control measures as a separate line item <br /> <br />in its budgetary process for each of.its involved agencies. <br />In order to carry out the schedule as proposed, total USDA <br />funding of $17.2 million is needed for fiscal year 1982 for <br /> <br />planning; technical assistance; education, research and <br /> <br />demonstration and federal cost sharing. However, considering <br />existing budgetary constraints, .the Council recommends <br />appropriations of about $10.5 million be included in the <br />FY 1982 USDA budget. <br /> <br />Bureau of Land Management <br />The Council appreciates the Bureau's acknowledgement <br />of the problems of salt contribution from public lands and <br /> <br />-9- <br /> <br />-",.'.,,, ~ <br />
