USDA has been aggressive <br />~ in implementing the program since Congress, at the urging <br />CJ1 <br />00 . of the states, earmarked funds for the on-farm program. <br />--l <br />The program is being carried out under the USDA's <br />ongoing programs; the Agricultural Stabilization and <br />Conservation Service's (ASCS) Agricultural Conservation <br />.Program (ACP), the Soil Conservation Service's (SCS) <br />Conservation Technical Assistance (CTA) Program, and <br />Science and Education Administration's (SE~) Agricultural <br /> <br />Research Program. The USDA should seek funding for salinity <br />control activities in its budgeting proposals. <br />Program limitations on federal dollar contributions <br />under the ACP places restrictions on the rate at which <br />implementation of the on-farm measures and related controls <br />farm laterals can be carried out on all but the smaller <br /> <br />farms. The Council estimates, based on current implement a- <br /> <br />tion costs, and current levels of funding, that implementa- <br />tion of the recommended on-farm program could take 20-50 <br />years to complete. These limitations also may adversely <br />affect the selection of the most effective integrated system. <br /> <br />These dollar limitations should be relaxed to facilitate <br /> <br />efficient implementation of salinity control activities. In <br />addition, the Council also recommends that sufficient funding be <br /> <br />-8- <br /> <br />-. <br />
