The Council recommends FY 1982 appro- <br />priations of $7,713,000 for Grand Valley and $4,600,000 <br />for Paradox Valley. <br /> <br />The Council notes that the President's budget request <br />for FY 1982 includes only $:90,000 for the Las Vegas Wash <br />Unit. The Council recommends that this amount be increased <br />to $523,000 to allow participation in the comprehensive <br />waste water and salinity management planning effort, and to <br />conduct verification studies of the hydrosalinity system. <br /> <br />The Council also recommends $5,200,000 for FY 1982 <br />general investigations in the Water Quality Improvement <br />Program. The Council encourages the assignment of addi- <br />tional personnel to the program, the maintenance of the high <br />priority status among Service programs and the continued <br />utilization of contracting for planning studies. <br /> <br />Completion of construction of Stage I lining of the <br />Goverment Highline Canal in Grand Valley ahead of schedule <br />will require construction funds in excess of budgeted amounts. <br />In order to assure the early completion of scheduled con- <br />struction and accelerate follow-on construction stages, it <br />is recommended that the Service re-program and/or adjust FY <br />1981 funding to cover high priority expenditures for Grand <br />Valley. Since previous Title II construction appropria- <br />tions have been used for other purposes, the Water and <br />Power Resources Service should attempt to restore those <br />funds now that they are needed. <br /> <br />Department of Agriculture <br />USDA Programs <br /> <br />The Council is encouraged by the active role taken by <br />the USDA in salinity control activities.
