The Council recommends FY 1982 appro-
priations of $7,713,000 for Grand Valley and $4,600,000
for Paradox Valley.

The Council notes that the President's budget request
for FY 1982 includes only $:90,000 for the Las Vegas Wash
Unit. The Council recommends that this amount be increased
to $523,000 to allow participation in the comprehensive
waste water and salinity management planning effort, and to
conduct verification studies of the hydrosalinity system.

The Council also recommends $5,200,000 for FY 1982
general investigations in the Water Quality Improvement
Program. The Council encourages the assignment of addi-
tional personnel to the program, the maintenance of the high
priority status among Service programs and the continued
utilization of contracting for planning studies.

Completion of construction of Stage I lining of the
Goverment Highline Canal in Grand Valley ahead of schedule
will require construction funds in excess of budgeted amounts.
In order to assure the early completion of scheduled con-
struction and accelerate follow-on construction stages, it
is recommended that the Service re-program and/or adjust FY
1981 funding to cover high priority expenditures for Grand
Valley. Since previous Title II construction appropria-
tions have been used for other purposes, the Water and
Power Resources Service should attempt to restore those
funds now that they are needed.

Department of Agriculture
USDA Programs

The Council is encouraged by the active role taken by
the USDA in salinity control activities.
