In 1974, P.L. 93-320 directed the expeditious <br />completion of planning studies. The earliest completion <br />date is now 1983, Uinta Basin Stage I, and the latest <br />Dirty Devil River Unit, which is scheduled for 1987, some <br />13 years after the initial legislative directive from <br />Congress. The Council urges that WPRS utilize the services <br />of consulting engineering firms to expedite the planning <br />studies. <br /> <br />Proposed Pipeline Collector <br />and Saline Water Use System <br /> <br />The Council supports the pipeline collector study, <br />but believes that the concept of long distance movement of <br />large volumes of saline water should be altered and emphasis <br />placed on more localized beneficial use of brackish and <br />saline water by industrial users. The study should look <br /> <br />into what the economic incentives to industries should be <br /> <br />to offset the additional costs of using saline water, <br /> <br />reflecting the economic value of cost-effective salinity <br />control measures. <br /> <br />The Forum recently adopted a policy which calls for <br />the Basin states and the federal government to encourage <br />and promote the use of brackish and saline water. The <br />collector study should be conducted in concert with this <br />policy. <br />Budget Recommendations <br />for Fiscal Year 1982 <br />The Council recommends the expeditious completion of <br />two of the four units authorized for construction: Grand <br />Valley, Colorado; Paradox Valley, Colorado. Funds in the <br />amounts of $7,347,000 for Grand Valley and $2,784,000 <br />for Paradox Valley are available in Fiscal Year 1981. <br /> <br />-6- <br /> <br />_.~ <br />
