In determining what permit conditions shall <br /> <br /> <br />be required, the permit issuing authority <br /> <br /> <br />shall consider, but not be limited to the <br /> <br /> <br />following: <br />(1) The practicability of achieving no <br />discharge of salt. <br />(2) Where no discharge is determined not to <br />be practicable: <br />(a) The impact of the total proposed <br />salt discharge of each alternative <br />on the lower main stem in terms of <br /> <br />both tons per year and concentra- <br /> <br />tion. <br /> <br />-4- <br />
