NICHOLS
Assistant Commissioner

James M. Rose, Executive Director
Water Development Board
17DO North Congress
Austin, Texas 78711

Dear General Rose:

July 15, 1976

Commissioner White is out of town this week and I have taken
the liberty to respond in his behalf to your letter of July
8, 1976, seeking comments on the 1975 National Water Assess-
ment Arkansas-White-Red River Basins State Regional Future-
Texas.

We have reviewed this report and find that the format is
.good and the approach to water assessment appears to be
sound.

The tabulation and discussion Df environmental resources,
mineral resources and mineral fuel resources are both com-
plete and comprehensive, We note that there is no compar-
able discussion of agricultural resources, and indeed agri-
culture is only casually mentioned, Some consideration
might be given to expanding this discussion in future re-
ports.

In the series of volumetric requirement charts some numbers
which appear to be questionable are used, For example,
Table 3 for ASA 1107 shows the consumptive use of water for
irrigation to jump from 2,7 mgd in 1975 to 62.4 mgd .in 1985.
This seems to be excessive, It also seems to be inconsis-
tent with the water supplies table (Table 5) for ASA 1107
which shows 29,4 mgd groundwater withdrawals in 1975 and
prDjects 34.1 mgd for 1985. Other tables for ASA 1107 raise
similar questions. We suggest that these values be checked.

We appreciate the opportunity to review this document.

ELN/ pcf
cc: Commissioner John C.
