The report thoroughly addresses all <br />pertinent factors as prescribed in the Guidelines for Activity 2, Phase <br />II, from the United States Water Resources Council. <br /> <br />The Texas Industrial Commission is pleased that the report contains an <br />analysis of industrial development in the Texas High Plains. It is <br />important that you have identified the overall economic problems associated <br />'with ground water depletion since over 80% of the water usage is for <br />farming activity. As the, report has noted, a decline in economic activity <br />is expected as irrigated farms revert to dry land production due to water <br />level decline. With this in mind, it is important that alternative uses <br />of human and natural resources be developed to reduce the effect of such <br />an economic decline. The water needs assessment report for the Arkansas- <br />White-Red River Basins provides significant insight into the economic <br />problems and needs of the area.
