Miller were to be <br />provided by October l, 1960. Inasmuch as this is a coordinated study, it <br />is recommended that the report be a joint report of both consultants. The <br />timing and the arrangements of the Ground Water Section of the Western <br />Resources Conference were such that the completion of the proceedings of <br />that conference will require some additional time. 1t is the thought of the <br />consultants and the advisory committee that the recommendations as to <br />legislation should take into consideration the material presented by the <br />other states at the Ground Water Section of the Western Resources <br />Conference. Your consultants, therefore, respectfully request that an <br />extension of time be granted to December l, 1960, for the completion of <br />the reports. Your consultants further tender to you as a part of the pre- <br />liminary report the minutes of the advisory committee including the <br />summary statements prepared by the technical subcommittee on the present <br />status of the ground water problems of the State of Colorado. <br /> <br />The Colorado Water Congress recommended to the Colorado Water <br />Conservation Board a comprehensive recodification of both ground water <br />and surface water law and investigations of scientific, engineering, and <br />basic water research data required to prepare such a code. This matter <br />was referred by the Colorado Water Conservation Board to the Colorado <br />Water Investigation Commission which met and recommended to the Colorado <br />Water Conservation Board and the Department of Natural Reso urces the <br />expenditure of funds of approximately $50,000 for two years to complete <br />such a study. A copy of the recommendations of the CoLorado Water <br />Investigation is appended to this report. One of your consultants is a <br />member of the Colorado Water Investigation Commission and participated <br />in the subcommittee drafting the recommendations. However, the task <br />assigned under paragraph A above of the stated objectives requires addi- <br />tional consideration as to the technical and professional personnel. The <br />portion of the broad recommendations of the Colorado Water Investigation <br />Commission falling particularly within the task assigned to these consult- <br />ants relates primarily to paragraph 3 (c) and 3 (d) on the inter-relationship <br />of surface and ground water. It is the opinion of your consultants that the <br />material presented at the Ground Water Section of the Western Resources <br />Conference sheds considerable light upon the problems subm itted generally <br />by the recommendation of the Colorado Water Investigation Commission <br />and that the recommendations of the consultants should take into consider- <br />ation the material presented at the Ground Water Conference particularly <br />in the papers presented by Mr. Robert E. Glover and Mr. Edward A. <br />Moulder, which consider the question of the relationship between surface <br />'and ground water.
