<br />w <br />o <br />CJ The work plan for Priority 1 is designed to provide a basic <br />CJ framework of water-quality information needed to begin addressing <br />as many of the 13 water-quality issues that were identified as <br />possible, and to provide water-quality data for other purposes <br />such as stream classification. The work plan is structured so <br />that each subsequent priority builds on Priority 1. with . <br />implementation of Priority 2, most of the data needed to evaluate <br />many of the remaining issues would be collected; only small <br />increments of additional data collection would be needed. <br /> <br />Because much of the data needed to evaluate Priority 2 will be <br />collected as part of Priority 1, the estimated funding for <br />Priority 2 is contingent on implementation of Priority 1. <br />Funding estimates of subsequent priorities are based on <br />implementation of Priorities 1 and 2. Cost shown at the end of <br />the summary of each priority and in the accompanying table are <br />total costs for the Federal fiscal year (FY) which begins on <br />October 1 and ends on September 30. The total cost will be <br />apportioned to Local, state, and Federal agencies. The u.s. <br />Geological survey wi1lmatch the funding of Local and state <br />agencies. In addition, some of the contribution of Local and <br />state agencies to the study could be as inkirid services. <br /> <br />OVERVIEW AND COST: <br /> <br />PRIORITY 1 -- <br />Determination of existing water-quality condi'tions and' <br />establishment of a consistent basin-wide monitoring network. <br /> <br />Water-quality monitoring networks that are currently in place in <br />the Arkansas River basin will help establish a baseline of <br />water-quality conditions, and improve definition and <br />understanding of certain aspects of the hydrologic system. <br />However, these networks do not provide a consistent, ' basin""wide <br />set of water-quality data for a broad range of water-quality <br />constituents. Determination of existing water-quality <br />conditions throughout the basin can only be accomplished through <br />the establishment of a consistent basin-wide water-quality <br />monitoring network that incorporates existing water-quality <br />stations with new water-quality stations. . <br /> <br />The objectives of Priority 1 are to determine the existing <br />water-quality conditions in the basin and to establish a <br />consistent basin-wide monitoring network to provide surface-water <br />quality information to meet present and anticipated future <br />water-quality needs. <br /> <br />FY90 COST: $130,000 <br /> <br />2 <br />
