<br />0-5 <br /> <br /> <br />002958 <br /> <br />Barry Saunders, utah, reported on the controversy <br />between the State of utah and the ute Indians concerning <br />the central utah Project. The CUP involves out-of-basin <br />transfers of water and is an authorized project of the <br />1956 CRSP. The relationship of Indian lands to the CUP <br />is that water-flows from Indian lands are taken for <br />export. Of the CUP, the Bonneville takes water with no <br />return; and the uintah and Upalco Units are designed to <br />supply the Units, as well as return water for use on the <br />Indian reservation lands. Because of the many new rules, <br />regulations, and restrictions over the past 10 to 15 <br />years, progress on implementation of the uintah and <br />Upalco Units has been delayed; and, consequently, the <br />Indians in 1977 passed a resolution to discontinue sup- <br />port for the CUP, which has affected progress on the <br />entire project. The implication of the situation is <br />that the tribe has only 1,700 members, in view of which, <br />and considering the degree of difficulty created, it can <br />only be imagined what problems a concerted effort by a <br />larger tribe could create. <br /> <br />Rome Rivera, Soil Conservation Service, reported <br />on the status of "Vegetation Management for Water Yield <br />Improvement in the Colorado River Basin." The study is <br />comprised of four parts, and there is some question <br />about development of the plan of study and budget. There <br />has been some correspondence on the matter, and it was <br />decided to return to Lyle Klubben, USFS, to determine if <br />the Forest Service would be in a position to perform the <br />study and to make a further in-depth report to determine <br />the extent of agencies' and states' participation in the <br />study. <br /> <br />Dr. Douglas James reported on the activity of the <br />"Consortium of Water Institutes and Centers." A <br />regional study--Optimization of Crop Production for <br />Various Crops in the Southwest--has been authorized for <br />continuation by the Office of Water Research Technology <br />(OWRT). completion of next phase is scheduled for June, <br />1981. <br /> <br />The OWRT selected 12 out of approximately 50 pro- <br />posals, which had been screened by the PSIAC membership. <br />The final selections were made at the Washington level <br />and most are scheduled for October 1, 1979, initiation. <br />A list of titles with FY 1980 matching grant proposals <br />will be made a part of the minutes. <br />
