<br /> <br />Of concern to the PSIAC is the trend for selection <br />by Washington, somewhat contrary to regional desires, in <br />favor of national interests. <br /> <br />There was considerable discussion concerning terms <br />of officers, with suggestion to extend to two years. <br />Consensus was that no change be made in the term of <br />Parent Committee Chairman. . Also, there is no apparent <br />reason to change the organization at the technical sub- <br />committee level. <br /> <br />A number of suggestions were discussed, including: <br /> <br />1. Requesting federal agencies, by the Parent <br />Committee, to grant to their representatives <br />the authority to accept chairmanship (could <br />also apply to states). <br /> <br />2. Establishing a firm process of rotation. <br /> <br />3. Holding only one Parent Committee meeting <br />per year. <br /> <br />~. COmbining the Parent Committee and the <br />Executive Subcommittee. <br /> <br />From a canvass of the states, it had previously <br />been learned that none of the state representatives <br />were in a position to assume the Executive Subcommittee <br />Chairmanship at this time. Colorado will continue to <br />serve in this capacity through December, after which <br />a new chairman will need to be designated. <br /> <br />The Water Resources Council had forwarded a letter <br />requesting to be informed of any approved regional <br />plans pertinent to the area; such plans would be uti~ <br />lized in the WRC's program for consistency of federal <br />projects. After discussion, it was decided that there <br />were none that conformed to the catrgory. <br /> <br />A resolution relative to criteria for a manual of <br />procedures for evaluation of National Economic Develop- <br />ment benefits and costs in water resources planning, <br />proposed to be published by the WRC as rules and regu- <br />lations, was presented by Clem Lord of Wyoming. After <br />modification to make it adaptable to the PSIAC's <br />characteristics, it was adopted for transmittal to the <br />Chairman of the Water Resources Council. <br /> <br />0-6 <br />
