Of concern to the PSIAC is the trend for selection by Washington, somewhat contrary to regional desires, in favor of national interests. There was considerable discussion concerning terms of officers, with suggestion to extend to two years. Consensus was that no change be made in the term of Parent Committee Chairman. . Also, there is no apparent reason to change the organization at the technical sub- committee level. A number of suggestions were discussed, including: 1. Requesting federal agencies, by the Parent Committee, to grant to their representatives the authority to accept chairmanship (could also apply to states). 2. Establishing a firm process of rotation. 3. Holding only one Parent Committee meeting per year. ~. COmbining the Parent Committee and the Executive Subcommittee. From a canvass of the states, it had previously been learned that none of the state representatives were in a position to assume the Executive Subcommittee Chairmanship at this time. Colorado will continue to serve in this capacity through December, after which a new chairman will need to be designated. The Water Resources Council had forwarded a letter requesting to be informed of any approved regional plans pertinent to the area; such plans would be uti~ lized in the WRC's program for consistency of federal projects. After discussion, it was decided that there were none that conformed to the catrgory. A resolution relative to criteria for a manual of procedures for evaluation of National Economic Develop- ment benefits and costs in water resources planning, proposed to be published by the WRC as rules and regu- lations, was presented by Clem Lord of Wyoming. After modification to make it adaptable to the PSIAC's characteristics, it was adopted for transmittal to the Chairman of the Water Resources Council. 0-6
