<br /> <br />In anticipation of the imminent situation, the <br />Bureau of Reclamation and the Corps of Engineers are <br />evaluating nine alternative.plans of operation. Basic <br />to this analysis are three primary purposes, namely, <br />(1) flood control, (2) water conservation, and (3) power <br />generation. The alternative plans are designed to favor <br />each of the three purposes to varying degrees and are <br />being analyzed for economic efficiency, environmental <br />effects, and public acceptability. A draft of this <br />analysis is scheduled to be published by January and <br />will be presented for review by the associated interests. <br /> <br />A number of questions were asked by the attendees <br />to clarify some of the points, such as, stability of <br />dikes below Morelos Dam, where flood waters in Mexico <br />would flow, relationship of the International Boundary <br />and the Water Commission, and similar factors. <br /> <br />At this time, Mr. Mel Gordon, Chairman of the <br />Pacific Northwest River Basin Committee, was introduced, <br />and he expressed interest that a joint meeting of the <br />PSIAC and the PNRBC be held at sometime in the future <br />for the purpose of discussing common problems. A <br />meeting was considered to be beneficial to both groups, <br />and a location and time mutually agreeable would be <br />attempted to be selected. <br /> <br />The recent GAO report, "Colorado River Basin Water <br />Problems," was reported on by Vern Valantine. From a <br />state viewpoint, it is generally unacceptable due to <br />basic facts being in error, impractical recommendations, <br />and disruption of current acceptable work relations. <br />From the outset, it was theconcensus of the states that <br />the study not be undertaken. upon inquiry, the reason <br />stated for the investigation was that there was a great <br />interest in the ColoradO River by Congress and that <br />there was a need for an independent analysis. Specific- <br />ally, it was understood that the study was initiated-by <br />the GAO Washington staff. <br /> <br />Mr. Darrell Webber reported on the USBR impression, <br />stating that the Bureau was ,not satisfied with it. A <br />recommendation to the Secretary of the Interior to <br />establish a management group has not been acted on. To <br />implement would requ~re endorsement of the Governors of <br />the states, and no action has been taken regarding this <br />as yet. - <br /> <br />0-4 <br />
