<br />o <br />r. <br />~ <br />C' .' <br />c: <br />c <br /> <br />In November 1981 Secretary of the Interior James Watt announced that the <br />proposed action for the Tucson Aqueduct should identify a terminus located <br />near the south boundary of the San Xavier Indian Reservation. Given this <br />guidance the Bureau has proceeded with planning of the Tucson Aqueduct <br />assuming one terminus. The CATS recommendation clearly indicates that the <br />facilities required to deliver CAP water to the city of Tucson's proposed <br />water treatment plant be funded as part of the CAP as well as those facili- <br />ties to the south boundary of the San Xavier Indian Reservation. <br /> <br />Upon review, the Bureau believes that an aqueduct with these termini is <br />within the scope of the authorization for the CAP. <br /> <br />Since the main purpose of this packet is to solicit input from the public, <br />the Bureau would like comments on CATS' proposal and in particular on the <br />two termini concept. <br /> <br />PLANS <br /> <br />In order to make a decision on what aqueduct alignment should be identified <br />as the agency's proposed action, the Bureau bel ieves it is necessary to <br />consider all costs and environmental impacts associated with del ivery of <br />CAP to common pOints of use. For example: An aqueduct alignment on the <br />west side of the Tucson Mountains would bring the water closer to the Schuk <br />Toak District of the Papago Reservation than an alignment on the east side <br />of the mountains; therefore, the facilities required to convey the water <br />from the aqueduct to a common point of use have been included in the appro- <br />priate plan. By doing this the Bureau believes that the plans are compar- <br />able. <br /> <br />The facil it i es that have been i ncl uded as part of the plans are those <br />required to deliver water to the Avra Valley Irrigation District, the city <br />of Tucson water treatment plant, and the Schuk Toak District of the Papago <br />Reservation. The facilities that remain the same regardless of what align- <br />ment is used have not been included in the plans since they do not affect <br />plan selection. These facilities include the distribution systems for Avra <br /> <br />3 <br />
