<br />~ <br />1:0 <br />00 <br />C'J <br /> <br />c. <br /> <br />In June 1982, the Bureau of Reclamation (Bureau) met with SAWARA to discuss <br />. planning of the Tucson Aqueduct-Phase 8. At this meeting SAWA~A representa- <br />tives asked what they could do to help insure that planning of the Tucson <br />Aqueduct-Phase B would continue on schedule. The Bureau suggested that <br />SAWARA could help by establishing a means to develop local concensus on a <br />Tucson Aqueduct~Phase 8 plan. <br /> <br />l <br /> <br />In response to the Bureau I s suggestion, SAWARA formed the Commi ttee on <br />Alignment, Terminus, and Storage (CATS) which reflects a diversity of <br />interests in Pima County. CATS was charged with the task of "developing <br />community consensus on the issues of alignment, terminus, and storage" as <br />they relate to the Phase B portion of the Tucson Aqueduct and reporting <br />their findings to SAWARA. During April 1983, CATS completed its work and <br />the findings were submitted through SAWARA to the Bureau. <br /> <br />CATS' findings include a recommendation for the West Side Plan with a <br />stipulation that the cost to deliver Central Arizona Project (CAP) water to <br />the city of Tucson's proposed treatment plant be part of the main CAP system. <br />This recommendation also identifies the aqueduct facilities to the south <br />boundary of the San Xavier Indian Reservation as part of the CAP system. As <br />a result of the alignment recommendation two termini for the Tucson Aqueduct, <br />Tucson's proposed treatment plant and the south boundary of the San Xavier <br />Indian Reservation, were recommended. CATS also recommends that storage not <br />be included as part of the Tucson Aqueduct-Phase B at this time but it be <br />considered at a future date when the Tucson area municipal users' reliance <br />on CAP becomes substantial and there is history of CAP operation. <br /> <br />CATS also urged the Bureau to consider a number of environmental mitigation <br />measures to reduce biological and visual impacts. After the proposed action <br />is identified the Bureau will be developing a mitigation plan. The mitiga- <br />tion measures proposed by CATS along with measures developed by others in- <br />cluding the Arizona Game and Fish Department will be considered when develop~ <br />ing this mitigation plan. <br /> <br />2 <br />
