These needs
do not lend themselves to "volumetric" withdrawals or consumptive use quan-
tification. Nonetheless, these needs must be considered in surveying the
overall water and related land resources problems and issues in the Missouri
Basin.

The following six categories of conservation and management needs are
discussed in the State/Regional Future:

1. Environmental Resources
2. Erosion and Sedimentation
3. Water-Oriented Outdoor Recreation
4. Flood Damages
5. Navigation
6. Water Quality

.

II-3
