<br />OD2,~~O <br /> <br />." <br /> <br />. <br /> <br />Agreements are schedule to be finalized by June 30, 2003, and facilities operating in 2007, A copy <br />of MWD's news release and Request for Proposal has been included in the handout material. <br /> <br />Salton Sea Restoration Program <br /> <br />Messrs, Michael Walker and Torn Kirk will be providing the Board with a presentation describing <br />the current status of efforts associated with restoring the Salton Sea ecosystem, <br /> <br />Basin Statesffen Tribes Discussion <br /> <br />Meeting of Basin States Representatives <br /> <br />Representatives of the Colorado River Basin states are continuing to discuss their participation in <br />the Minute 306 process, Several conference calls have been held discussing letters to be sent to Secretary <br />of the Department of the Interior, Gale Norton, and Secretary of State, Colin Powell, supporting their <br />cooperative efforts to protect the interests oflhe United States concerning the Colorado River. The letter <br />further indicates the Basin states support of the approach described in Assistant Secretary Bennett Raley's <br />remarks presented at the Colorado River Project Symposiwn held in Santa Fe, New Mexico, on <br />January] 4, 2002, A copy of the letters that are being sent are included in the handout material. These <br />letters also advise Secretary Norton and Secretary Powell that a Technical Committee is being formed by <br />the Basin states representatives to assist the Basin states in obtaining a better understanding of the <br />Colorado River Delta, its needs, and opportunities for addressing the Delta's needs from within the 1944 <br />Mexican Water Treaty delivery obligations to Mexico, The first meeting of the Technical Committee is <br />scheduled to be held in Las Vegas, Nevada, on March 281h <br /> <br />Proposed Agreement between Nevada and Arizonafor Offstream Storage <br /> <br />On Iuly 3, 2001, the Arizona Water Banking Authority (A WBA), Southern Nevada Water <br />Authority (SNWA), and the Colorado River Commission of Nevada, signed a historic agreement <br />(Agreement for Interstate Water Banking) to create a program of interstate banking of Colorado River <br />water. Pursuant to this agreement, the A WBA will acquire and store mainstream Colorado River water <br />in Arizona and thereby creale long-term Storage Credits to be held in the SNW A's Interstate Account. <br /> <br />In order to implement this agreement, the Parties to the Agreementfor Interstate Water Banking <br />and Reclamation have developed a draft agreement entitled Storage and Interstate Release Agreement <br />which spells out how the A WBA will establish the SNW A Interstate Account; develop Intentionally <br />Created Unused Apportionment as defined in 43 CFR 414; and develop other administralive functions <br />required to implement the agreement. Comments on the draft agreement are due by March 25, 2002, <br /> <br />In conjunction with the Storage and Interstate Release Agreement, Reclamation has issued for <br />public comment, a Draft Environmental Assessment (DEA) related to the proposed action, Conunents are <br />also due on the DEA by March 25, 2002, <br /> <br />5 <br />
