<br />. <br /> <br />'. <br /> <br />Colorado River Environmental Activities <br /> <br />Status o/the Development o/the Lower Colorado River Multi-Species Conservation Program <br /> <br />Currently, members of the LCR MSCP are reviewing the second administrative draft of the <br />Conservation Plan, which was released on January 25, 2002, The MSCP Biology Subcommittee met <br />recently in Phoenix, Arizona, to discuss the biological and ecological implications of the proposed <br />conservation strategy, Discussion among MSCP principals are continuing regarding the assumptions and <br />analyses related to overall MSCP implementation costs, Further modification and refinement of the <br />costing assumptions should. in all likelihood, lead to a reduction in overall program cost. <br /> <br />Federal and State MSCP representatives are meeting with members of the California Biodiversity <br />Council and Southwest Strategy at their annual meeting in Yuma, Arizona, on March 13-14, 2002, The <br />purpose of the meeting is to further acquaint members of the Biodiversity Council and Southwest Strategy <br />with the current status of the MSCP-planning process and issues on the horizon, OfparticuJar focus will <br />be issues related to land acquisition and management, mitigation opportunities on federal refuge lands, and <br />water acquisition and use for habitat restoration purposes, Both, Mr. Harris and 1 are attending this <br />meeting, <br /> <br />Finally, the MSCP Water Acquisition Alternatives Ad Hoc Group is meeting in late-March to <br />continue discussions related to acquisition, use, and management of mainstream Colorado River water <br />supplies for habitat restoration and species conservation purposes, This issue was discussed at some length <br />at the recent meeting of the Agency Managers on February 26-27, 2002, <br /> <br />Lower Colorado Water Supplv Proiect <br /> <br />Work is continuing on the Lower Colorado Water Supply Project (LCWSP), As of Monday, <br />March 11,2002, the Board has received applications requesting a total of6,319 acre-feet of water per year <br />from the LCWSP; an increase of2,059 acre-feet (137 acre-feet of current use plus 1,922 acre-feet offuture <br />use) annually since the Board's January meeting, <br /> <br />There remains over 800 additional letters to be mailed to property owners in Riverside and <br />San Bernardino Counties, These represent owners who did not leave forwarding address or new owners <br />whose address had not been entered into the assessors data base at the time of the Board's initial mailing, <br /> <br />Glen Canyon Dam Adaptive Management Program <br /> <br />Included in your Board folder, under Tab 7, is a copy of a letter that the Board received from the <br />State of Colorado regarding the draft report to Congress on Glen Canyon Dam Operations, The State of <br />Colorado has requested that the annual report also include information regarding hydropower production <br />at Glen Canyon Dam, assess recreational use values, describe annual expenditures of the Glen Canyon <br />Dam adaptive management program, and a descriplion of effects ofthe adaptive management program on <br />annual water deliveries and the Coordinated Long-Range Operating Criteria, Additionally, Colorado <br /> <br />6 <br />
