<br />00243J <br /> <br />.' <br /> <br />. <br /> <br />Criteria resulted in no changes, <br /> <br />As part of this review, Reclamation is accepting written comments regarding whether the Operating <br />Criteria should be modified, A description of the current Operating Criteria was included with the Federal <br />Register notice, Included in the handout material, is a letter from Reclamation announcing that the <br />comment period has been extended until March 29, 2002, <br /> <br />Water Use on Yuma Island <br /> <br />At the January 9, 2002, Board meeting, the Board was informed that Reclamation had recently <br />formed an Independent Panel consisting ofMr. Gordon (Jeff) Fassett, Mr. James Lochhead, and Mr. David <br />Robbins to look at the Yuma Island issue and make a detennination concerning which lands are eligible <br />to receive Priority 2 water per California's Seven Party Agreement, <br /> <br />Included in the Board folder is a letter from Reclamation, in which it states that the Independent <br />Panel participated in a reconnaissance tour of Yuma Island on January 23, 2002, in order to gain first hand <br />knowledge of the issues, Too further enhance the Independent Panel's understanding of the issues, both <br />the States of Arizona and California have been requested to provide any factual information it wished, by <br />March II, 2002, to help the Independent Panel in making its decision, <br /> <br />As discussed earlier, due to current on going activities associated with implementing California's <br />Colorado River Water Use Plan, I have requested Reclamation to extend the comment period an additional <br />120 days, I believe that Reclamation will grant the Board's requested extension, <br /> <br />Clean Water Coalition <br /> <br />The Clean Waler Coalition held a workshop in Las Vegas, Nevada, on February 14,2002, The <br />purpose of the workshop was to provide an update on the studies and activities that are occurring in the <br />Las Vegas Wash, focusing on the Alternative Discharge Study (ADS), The ADS is evaluating alternatives <br />to collect the waste water discharge from the Las Vegas, Clark County, and Henderson treatment plants <br />and either discharge it into Las Vegas Wash or above or below Hoover Dam, Currently, this Effluent <br />Interceptor Study is focusing on the collection of the waste water discharge from the three treatment plants <br />and discharging it near Henderson's present discharge point in order to limit the controversy that could <br />result by moving the discharge point downstream in Las Vegas Wash or in Lake Mead or below Hoover <br />Dam, As a result, the name of the study has been changed to Systems Conveyance and Operation Pwgram <br />(SCOP), The lead agency for the environmental compliance for the SCOP is the Bureau of Reclamation, <br />At the present time, an environmental assessment is being prepared since there appears to be minimal <br />controversy, <br /> <br />As part of the SCOP, four models are being developed, These models include: I) the Las Vegas <br />Wash Wetlands Model, 2) the Water Quality Model of/nner Las Vegas Bay, 3) the Temperature, Quality, <br />and Salinity Model for the Boulder Basin of Lake Mead, and 4) the Mixing Zone Model for the Colorado <br />River. This latter model is being expanded to include modeling the impacts downstream lo Lake Mohave, <br /> <br />3 <br />
