<br />announcing the initiation of the process for development of the 2003 Annual Operating Plan for the
<br />Colorado River System Reservoirs (2003 AOP), Reclamation has scheduled two meetings of the Colorado
<br />River Management Work Group and one final consultation meeting with the Basin States representatives,

<br />Under the Interim Operating Guidelines, development of the 2003 AOP will be straight forward,
<br />provided that the Quantification Settlement Agreement is executed by the December 31, 2002, deadline,
<br />Consistent with the Interim Surplus Guidelines it is anticipated that operation of Lake Mead would be
<br />under a full domestic surplus; however, if the Quantification Settlement Agreement is not executed by the
<br />December 31, 2002, deadline, the Interim Surplus Guidelines would be suspended and the operation of
<br />Lake Mead would be under a 70R operating strategy, Under this operating strategy, a "normal" release
