Irrigation Company, to A. Ralph OWens on December 13, 1966 (Ex-
hibit G) and by Cecil J. Osborne, Superintendent of the Riverside
Irrigation District, to DUke W. Dunbar on December 19, 1966 (Ex-

hibit H).

Mr. Eckles then retained Woodward-Clyde-Sherard and Associa-
tes to investigate the entire matter.

The investigation was made under the direction of Eugene B.

Waggoner of Woodward-Clyde-Sherard and Associates, with John W.

Patterson as the principal investigator. With the concurrence of

Mr. Eckles, Woodward-Clyde-Sherard and Associates retained Holland
& Hart, attorneys at law, to assit them with the investigation.
Philip A. Danielson was the principal investigator for Holland
& Hart, and Richard H. Hart assisted him.
The investigation was carried out by reviewing written ma-

teria1s made available by Mr. Eckles, by interviewing persons
familiar with various facts, and by gathering documentary ma-

terials. The investigation was commenced on January 18, 1967 and

was completed on April 6, 1967.
It was originally planned to conclude the investigation with
an interview with John L. Samples; it was hoped that he could ex-

plain many of the water administration practices in Water District

No. 1 and Irrigation Division No.1. It was also hoped that he

could explain Some of the workings of the complicated water ex-

changes and leases, which occur in his area each year, and give

his story on some of the specific episodes which were investigated.

However, on April 5, 1967 we had an interview with Messrs. George

Epperson and Donald McClary, the attorneys for John L. Samples,
in their office in Fort Morgan, at which time they told us that
