Osborne, Superintendent of the Riverside <br />Irrigation District, to DUke W. Dunbar on December 19, 1966 (Ex- <br /> <br />hibit H). <br /> <br />Mr. Eckles then retained Woodward-Clyde-Sherard and Associa- <br />tes to investigate the entire matter. <br /> <br />The investigation was made under the direction of Eugene B. <br /> <br />Waggoner of Woodward-Clyde-Sherard and Associates, with John W. <br /> <br />Patterson as the principal investigator. With the concurrence of <br /> <br />Mr. Eckles, Woodward-Clyde-Sherard and Associates retained Holland <br />& Hart, attorneys at law, to assit them with the investigation. <br />Philip A. Danielson was the principal investigator for Holland <br />& Hart, and Richard H. Hart assisted him. <br />The investigation was carried out by reviewing written ma- <br /> <br />teria1s made available by Mr. Eckles, by interviewing persons <br />familiar with various facts, and by gathering documentary ma- <br /> <br />terials. The investigation was commenced on January 18, 1967 and <br /> <br />was completed on April 6, 1967. <br />It was originally planned to conclude the investigation with <br />an interview with John L. Samples; it was hoped that he could ex- <br /> <br />plain many of the water administration practices in Water District <br /> <br />No. 1 and Irrigation Division No.1. It was also hoped that he <br /> <br />could explain Some of the workings of the complicated water ex- <br /> <br />changes and leases, which occur in his area each year, and give <br /> <br /> <br />his story on some of the specific episodes which were investigated. <br /> <br /> <br />However, on April 5, 1967 we had an interview with Messrs. George <br /> <br />Epperson and Donald McClary, the attorneys for John L.
