<br />.' <br /> <br />-3- <br />they would advise Mr. Samples not to answer questions in an oral <br />interview, but that they might advise him to answer, in writing, <br />any written questions which were submitted to them. For that <br />reason, the investigation was terminated on April 6 without hav- <br />ing obtained any information from John L. Samples. We concluded <br />that whether or not written questions were to be submitted to Mr. <br />Samples through his attorneys should be determined by Mr. Eckles <br />on the basis of the present report. <br />In addition, it appeared to us that it would be advisable <br />to interview Senator Frank L. "Ted" Gill of Hillrose, who is the <br />Secretary of the Hillrose Irrigation District and the Lower Platte <br />and Beaver Canal Company, as well as being on the Board of Direc- <br />tors of the Morgan-Prewitt Reservoir Company and the Riverside <br />Reservoir and Land Company. Senator Gill's name appears repeat- <br />edly on various books and records, "water transfer orders," etc., <br />and it appears that he probably knows a great many of the facts <br />surrounding many of the water transactions in the valley which we <br />investigated. Since Senator Gill was engaged in the business of <br />the General Assembly during the period of the investigation we <br />had no opportunity to review these records with him. We strongly <br />recommend that he be interviewed and the material gained by that <br />interview added to this report. <br />The investigation was terminated on April 6 because it <br />appeared that a cut-off time had to be enforced even though there <br />were many "leads" still left unexamined. We believe the essen- <br />tial information has been obtained.
