DESCRIPTION OF INVESTIGATION <br /> <br />~j <br /> <br />. <br /> <br />In January, 1967, Woodward-Clyde-Sherard and Associates was <br />retained by Richard Eckles, Coordinator of Natural Resources of <br />the State of Colorado, to investigate complaints made by various <br />persons against John L. Samples, Water Commissioner for Water <br />District No.1, Irrigation Division No.1, State of Colorado. <br />The investigation was to be directed at specific complaints of <br />alleged wrong-doing by Mr. Samples, and also, in a more general <br />way, to review the general administration of water by State water <br />officials in Water District NO. lover the past several years. <br />The investigation had its inception in an "Inter-Office <br />Memorandum" from Felix L. Sparks, Director of the Colorado Water <br />Conservation Board, to A. Ralph OWens, State Engineer, dated <br />November 7, 1966. (EXhibit A). In that memorandum Mr. Sparks <br />outlined certain complaints against John L. Samples which had <br />come to his attention, reviewed the results of a preliminary in- <br />vestigation which he had made, and suggested a further inves- <br />tigation and other steps as outlined on Page 11 of that memorandum. <br />This was followed by a meeting in the Governor's office on <br />November 23, 1966, at which the Governor ordered an investigation <br />of the matter. (See Exhibits B, C, and D). <br />Following this meeting the Sparks memorandum of November 7, <br />1966 was shown to Samples by Attorney General Duke Dunbar, and in <br />response Samples and his attorney addressed letters to Mr. Dunbar <br />on December 20,' 1966.
