We recommend that a <br /> <br /> <br />sufficient appropriation be made to the state Engineer's office <br /> <br /> <br />for this purpose. We recommend that Water Commissioners and <br /> <br /> <br />Deputy Water Commissioners be prohibited from obtaining reimburse- <br /> <br /> <br />ment from any private sources for any expenses, telephone or other- <br /> <br /> <br />wise, incurred by them in their official duties. <br /> <br />POLICIES ON INCOMPATIBLE EMPLOYMENT <br /> <br /> <br />We recommend that the policies of the State Engineer's office <br /> <br /> <br />and of the Civil Service Commission concerning incompatible em- <br /> <br /> <br />ployment by Water Commissioners be restudied and revised so as to <br /> <br /> <br />absolutely prohibit all outside employment in the field of water <br /> <br /> <br />distribution. The present policies permit outside employment on <br /> <br /> <br />written permission by the State Engineer. No such written per- <br /> <br /> <br />mission was ever obtained by John L. Samplos so far as we can <br /> <br /> <br />determine.
