For example, if a farmer under the Lower Platte and <br /> <br /> <br />Beaver Canal, owning a "private reservoir right" in Jackson Lake <br /> <br /> <br />Reservoir, were to transfer that right to a farmer under the <br /> <br /> <br />Bijou Canal, the accounting would probably be as follows: <br /> <br /> <br />1. The Lower Platte and Beaver Canal mayor may not keep <br /> <br /> <br />a record of the transaction; <br /> <br /> <br />2. The Bijou would post the transfer to their records; <br /> <br /> <br />3. But, the Jackson Lake Reservoir Company would keep <br /> <br /> <br />no records whatsoever, nor would it even be informed. <br /> <br /> <br />We were able to find four separate caseG in which "private reser- <br /> <br /> <br />voir rights" were apparently sold twice in the 1966 irrigation <br /> <br /> <br />season. In the absence of proper records, it is impossible to <br /> <br /> <br />tell whether these were instances of wrongdoing or inadvertence. <br /> <br /> <br />We were also unable to determine how widespread such "double <br /> <br /> <br />sales" might be. <br /> <br /> <br />We strongly urge and recommend that suitable legislation be <br /> <br /> <br />enacted requiring all public irrigation districts and all mutual <br /> <br /> <br />irrigation companies in the Statc to keep accurate records of all <br /> <br /> <br />seasonal transfer of their own water rights. This single recom- <br /> <br /> <br />mendation, we believe, if put into effect, would resolve most of <br /> <br /> <br />the problems in Water District No. 1 and would prevent the re- <br /> <br /> <br />currence of unfounded suspicions and rumors regarding the local <br /> <br /> <br />Water Commissioner's activities in this field. <br /> <br />TELEPHONE EXPENSES <br />We recommend that the State Engineer's office establish a <br /> <br />WOOOWARO.CLYO~.$HERARD AND ASSOCIATES <br /> <br />~ <br /> <br />'" <br />
