Conclusion <br /> <br />Allyn Wind leased his Hillrose Irrigation District rights out <br />in the summer of 1966 for $0.50 per acre-foot, in cash, through <br />Major Gilfrey, the ditch rider for the Lower Platte and Beaver <br />Canal Company. Gilfrey refused to tell him who the lessee was <br />or where the cash came from. Later Wind's friend, Don Christensen, <br />one of the Directors of the Weldon Valley Ditch Company, told <br />Wind that the farmers under the Weldon Valley Ditch had paid John <br />L. Samples $1.50 per acre-foot for water the same week Wind had <br />sold his water for $0.50 per acre-foot. <br /> <br />GULF OIL COMPANY <br /> <br />. <br /> <br />1. Allegation <br /> <br /> <br />One of the investigators had previous knowledge of a trans- <br /> <br /> <br />action in 1961 in which Gulf Oil Company had drilled a water well <br /> <br /> <br />and had purchased reservoir water through John L. Samples to use <br /> <br /> <br />as replacement water in the event the State should attempt to <br /> <br /> <br />regulate or shut down the water. well. <br /> <br /> <br />2. Conclusion <br /> <br /> <br />In 1961 John L.
